CHF 365 transit pass – city executive asks for CHF 195 million a year, launch in 2028 at the earliest
The discount would come as a voucher code on existing Zone 110 annual passes and the GA. Because the spending is so large, voters will have the final say once more.
On 28 September 2025, voters approved the popular initiative “VBZ pass for CHF 365”: adults would pay CHF 365 for the Zone 110 annual pass, children and young people CHF 185. The initiative was a general proposal; the city executive has now presented a concrete plan.
How it would work
- Fares are set by the Zurich transport network (ZVV), so there is no new pass; instead there is a discount via voucher code on existing personal annual passes.
- It applies to annual Zone 110 products and the GA (the Swiss travelcard).
- It is open to people whose main registered residence is in the City of Zurich.
- People receiving supplementary benefits can choose between their existing discount and the new one, but cannot combine them.
What it costs
The city executive expects that not everyone eligible will use it, and estimates about CHF 140 million a year. It is nevertheless asking for CHF 195 million, because every eligible person must be able to get the discount and the population is growing.
If the city’s accounts showed a deficit of more than CHF 100 million in the previous year, the city executive could cut the contribution by up to 50 per cent for a year. The launch is to be studied scientifically, for example its effect on public transport use.
