New resident parking permit applies from 1 January 2027

The Stadtrat is putting the new parking permit ordinance into force on 1 January 2027. Only residents without a private parking space will get a permit, and the price depends on the car's weight and drive type.

The Stadtrat (city executive) has decided that the new parking permit ordinance (Parkkartenverordnung, PKV) comes into force on 1 January 2027. Voters approved it on 28 September 2025. The extended permits for tradespeople are excluded because they are blocked by legal appeals.

What changes for residents

The resident parking permit (Anwohnenden-Parkkarte) now follows the so-called "Biel model":

  • Only residents who cannot use private parking, such as a garage or outdoor space, are entitled to a permit. Applicants declare this themselves; the city runs spot checks, and false statements lead to the permit being withdrawn.
  • People living in low-car or car-free housing estates get no permit.
  • Each person can have only one permit, and it must be applied for every year.
  • The price depends on the car's unladen weight and drive type:
DrivePrice per kilogram of unladen weight
Electric carCHF 0.35
Combustion engine (incl. hybrid)CHF 0.40

Businesses

A parking permit for trade and service businesses with up to 6 licence plates now costs CHF 360 instead of CHF 480 a year. Still blocked by appeals is the rule allowing permit holders to park on the pavement in exceptional cases, as long as at least 1.50 metres stay free for pedestrians, and parking in no-parking zones.
